Is MBBS Abroad Valid in India? NMC Rules, FMGE and Registration Process 2026

Is MBBS Abroad Valid in India? NMC Rules, FMGE and Registration Process 2026

Yes, an MBBS-equivalent degree obtained abroad can support medical registration in India. However, the foreign degree alone does not provide the legal right to practise. The student must satisfy the applicable NMC programme rules, examination requirements, internships and permanent-registration process.
For most Indian students beginning foreign medical education in 2026, the programme should provide:
  • NEET-qualified admission
  • At least 54 months of medical education
  • A separate 12-month foreign internship
  • Continuity under the same foreign medical institution
  • Training in the country awarding the qualification
  • English as the medium of instruction
  • Required medical subjects
  • Hands-on clinical exposure
  • Eligibility for the host country’s medical-registration pathway
  • Completion within the permitted period
After returning, the graduate must generally clear the examination applicable in India, complete the required supervised internship and obtain permanent registration.
A narrow screening-test exemption exists under current NMC guidance for certain candidates holding both undergraduate and postgraduate medical qualifications from Australia, Canada, New Zealand, the United Kingdom or the United States who are recognised for medical enrolment in the relevant country. An undergraduate degree from one of these countries alone does not create an automatic exemption.

An MBBS abroad degree can support registration in India only when the programme and graduate satisfy the complete regulatory pathway. The degree may be legally valid abroad but still fail the Indian pathway when NEET, duration, internship, English teaching, clinical exposure or licensing requirements are missing.

Validity question
Correct position
Is a foreign medical degree automatically a licence in India?
No
Is NEET normally required before admission?
Yes
Is a minimum 54+12 structure required for new applicants?
Yes
Must the foreign programme be taught in English?
Yes
Is host-country licensing eligibility relevant?
Yes
Must most graduates clear an Indian examination?
Yes
Does a narrow screening-test exemption exist?
Yes, under limited conditions
Is supervised internship in India generally required?
Yes

No
Does NMC publish an approved foreign-university list?
No
NMC states that it does not endorse a universal list of foreign medical institutions. It advises students to obtain the programme content, duration, internship and fee details directly from the institution.
The correct question is not:
“Is this country valid for MBBS?”
The correct question is:
“Does this student’s exact programme and post-graduation pathway satisfy every condition required for medical registration in India?”

The word “valid” can refer to three different stages. A degree may be legally awarded abroad, yet remain ineligible for India’s registration pathway. Even an eligible qualification does not permit independent practice until the graduate completes the required examination, internship and permanent registration.

Three Levels of Foreign MBBS Validity

Level
What it means
Academic validity
The degree was legally awarded abroad
Registration eligibility
The programme satisfies entry conditions for India’s pathway
Practice authority
The graduate has completed examination, internship and registration

1. Academic Validity
The foreign institution should be legally permitted to:
  • Offer the medical programme
  • Admit international students
  • Conduct clinical training
  • Supervise internship
  • Award the qualification
This establishes that the degree exists legally in that country.
It does not establish the right to practise in India.

2. Eligibility for India’s Registration Pathway
The student’s programme should satisfy the requirements involving:
  • NEET
  • Academic duration
  • Internship
  • Teaching language
  • Required subjects
  • Clinical exposure
  • Institution continuity
  • Host-country licensing
One missing requirement can affect eligibility.

3. Legal Authority to Practise in India
The graduate must complete the examination, Indian internship and registration process applicable at the time.
Medical practice without the required permanent registration is not lawful.
For a student beginning abroad in 2026, validity depends on the complete programme and registration journey. Country reputation, tuition, ranking, government ownership or historical FMGE results cannot replace an essential NMC condition.
A foreign medical qualification may support registration in India when:
  1. The student qualified NEET before admission.
  2. The institution and medical programme were legally authorised.
  3. At least 54 months of medical education were completed.
  4. A separate internship of at least 12 months was completed.
  5. The same foreign medical institution controlled the programme and internship.
  6. Training remained in the country awarding the qualification.
  7. English was the medium of instruction.
  8. The curriculum included the required medical subjects.
  9. Clinical training involved meaningful hands-on exposure.
  10. The qualification placed the graduate within the host-country licensing pathway.
  11. The foreign programme was completed within the permitted period.
  12. The graduate cleared the examination applicable in India, unless a specific exemption applied.
  13. The graduate completed the applicable supervised internship in India.
  14. Permanent medical registration was granted.
For the complete regulation-by-regulation explanation, read the NMC Guidelines for MBBS Abroad 2026.
Indian citizens and OCI candidates covered by the current framework must generally qualify NEET before taking undergraduate medical admission abroad. A foreign university may admit a student without NEET under its local rules, but that does not protect the future Indian medical-registration pathway.
NMC states that Indian citizens and OCI candidates seeking a foreign primary medical qualification from May 2018 onward must qualify NEET. The qualifying result is treated as the eligibility certificate when the candidate also satisfies the applicable admission requirements.

How Long Is NEET Valid for Foreign Admission?
A qualifying NEET result is valid for three years from the declaration date for pursuing an MBBS-equivalent programme abroad.
This may include:
  • A pre-medical course
  • A language course
  • The medical programme that follows

NEET Decision Table

Reject the claim
A low qualifying score does not automatically prevent foreign admission.
However, the student should honestly assess readiness for:
  • Basic medical sciences
  • Clinical subjects
  • Local-language learning
  • Screening-examination preparation
  • Long-term independent study
A no-NEET offer should be checked through MBBS admission abroad without NEET.
The NMC 54+12 rule requires at least 54 months of medical education plus a separately identifiable internship of at least 12 months. Clinical rotations spread through the academic course should not automatically be treated as the separate foreign internship.

Meeting 54+12 does not clear the programme automatically.
The university must still prove:
  • English-medium teaching
  • Required subjects
  • Clinical training
  • Same-institution continuity
  • Host-country licensing eligibility

Documents Needed to Prove 54+12
Request:
  • Complete curriculum
  • Academic calendar
  • Programme start date
  • Academic completion date
  • Teaching weeks
  • Vacation periods
  • Examination periods
  • Clinical-rotation schedule
  • Internship start and end dates
  • Department-wise internship schedule
  • Separate internship certificate

Ten-Year Completion Requirement
The current FMGL framework requires the complete foreign medical programme to remain within the permitted completion period.
The 10-year outer limit should not be treated as permission to plan long breaks.
Delays can affect:
  • Accreditation
  • Visa status
  • Internship access
  • Examination eligibility
  • Document verification
  • Registration rules
NMC’s current rules register continues to list the FMGL Regulations and related FAQs as the main framework for new foreign medical graduates.
The medical course, clinical training and foreign internship should remain under the same foreign medical institution and within the country awarding the qualification. Planned transfers, offshore campuses and third-country internships can create serious registration problems.
One legal medical institution should:
  • Admit the student
  • Deliver the academic programme
  • Control clinical rotations
  • Supervise the foreign internship
  • Conduct or approve assessments
  • Issue the transcript
  • Issue the degree
  • Issue the internship certificate
  • Explain the host-country licensing pathway
The institution may use affiliated teaching hospitals.
Those hospitals should be part of its authorised programme and remain under its academic control.

High-Risk Structures
  • Pre-medical study at an unrelated institution
  • Transfer after one or two years
  • Theory in one country and clinical training elsewhere
  • Final clinical year completed in India
  • Internship arranged by a consultant
  • Offshore campus outside the degree-awarding country
  • Credit-transfer medical programme
  • Degree issued by an institution that did not control the teaching
  • Admission based on a promised future transfer
The education agreement should state:
  • Exact legal institution
  • Exact programme
  • Exact campus
  • Country of study
  • Clinical-training responsibility
  • Internship responsibility
  • Degree-awarding authority
  • No compulsory transfer
The foreign medical programme should use English as the medium of instruction and include subjects and clinical competencies comparable with Indian medical education. An English brochure or admission letter is not enough when actual teaching, examinations or hospital discussions regularly use another language.

English-Medium Evidence
The institution should confirm the language used for:
  • Lectures
  • Practical classes
  • Laboratory work
  • Internal examinations
  • Final examinations
  • Case presentations
  • Clinical discussions
  • Internship instruction
  • Logbooks
  • Academic records
Students may still need the local language for patient communication.
English-medium academics do not create an English-only hospital environment.

Subject-Mapping Evidence
The student should obtain a curriculum mapping the foreign programme to major areas such as:
  • Basic medical sciences
  • Pathology and Microbiology
  • Pharmacology
  • Community Medicine
  • General Medicine
  • Paediatrics
  • Psychiatry
  • General Surgery
  • Orthopaedics
  • Anaesthesia
  • Obstetrics and Gynaecology
  • ENT
  • Ophthalmology
  • Dermatology
  • Emergency care
The detailed subject-by-subject interpretation belongs on the dedicated NMC Guidelines for MBBS Abroad page.

Clinical Evidence to Request
  • Teaching-hospital names
  • Hospital ownership or affiliation
  • Bed strength
  • Outpatient volume
  • Approved intake
  • International-student intake
  • Students per clinical group
  • Start year of rotations
  • Department schedule
  • Procedures students may perform
  • Clinical logbook
  • Practical-assessment method

Campus and Hospital Photos Are Not Evidence
Ask:
  • How many students share one patient?
  • Can foreign students take histories?
  • Can they assist with procedures?
  • How many hours are spent in hospitals?
  • Is attendance recorded?
  • Are clinical skills assessed?
A university can have modern laboratories but weak patient exposure.
The qualification should allow the graduate to enter the medical-registration or licensing pathway of the country awarding the degree, at par with its local graduates. “Globally recognised” does not prove this requirement.
NMC’s current study-abroad guidance states that the primary medical qualification should be recognised for enrolment as a medical practitioner in the country where the institution is situated.

Questions to Answer Before Admission
  1. What professional status follows the degree?
  2. Can an international graduate apply for registration?
  3. Is a local licensing examination required?
  4. Can foreign citizens take that examination?
  5. Is a separate local internship required?
  6. Is residency compulsory for basic practice?
  7. Is residency required only for specialisation?
  8. Is the local language compulsory?
  9. Which regulator issues the licence?
  10. What document proves eligibility at par with local graduates?

Acceptable Evidence
  • Current medical-practice law
  • Medical regulator’s official guidance
  • Licensing-examination rules
  • Eligibility rules for foreign citizens
  • Language requirements
  • Programme-specific university explanation
  • Sample registration or professional certificate

Claims That Do Not Prove Validity
  • WHO approved
  • WDOMS listed
  • Globally recognised
  • Accepted worldwide
  • European degree
  • Government university
  • NMC approved
  • Local licence is unnecessary
The legal pathway matters more than the marketing phrase.
FMGE remained operational on 31 July 2026. NMC has notified NExT Regulations, but NExT had not operationally replaced FMGE. Most foreign graduates should therefore plan for the applicable Indian examination, while understanding that the examination system may change before graduation.
NMC’s current rules page lists the NExT Regulations and the public notice deferring the examination.
NBEMS continues to list FMGE June 2026, December 2025 and earlier sessions on its official examination page. The June 2026 result was published on 7 July 2026.

Examination question
Position on 31 July 2026
Is FMGE operational?
Yes
Was FMGE conducted in June 2026?
Yes
Are NExT Regulations notified?
Yes
Has NExT operationally replaced FMGE?
No
Can the examination change before graduation?
Yes
Can a university guarantee success?
No

Are Any Foreign Medical Graduates Exempt from the Screening Test?
A narrow exemption exists under NMC’s current public guidance when the candidate:
  • Holds an undergraduate medical qualification from Australia, Canada, New Zealand, the United Kingdom or the United States
  • Also holds a postgraduate medical qualification from one of those countries
  • Is recognised for enrolment as a medical practitioner in the relevant country
This exemption should not be misunderstood.
It does not mean that:
  • Every undergraduate medical graduate from these five countries is exempt
  • Studying MBBS in one of these countries automatically removes Indian requirements
  • Other registration, documentation or internship conditions disappear
  • A future NExT framework cannot change the examination position
For most students comparing MBBS destinations in Russia, Georgia, Kazakhstan, Kyrgyzstan, Uzbekistan and similar countries, the screening-test exemption will not apply.
Most new foreign medical graduates should plan for both the required foreign internship and the applicable supervised internship in India. The Indian internship does not repair a missing foreign internship, and the foreign internship does not automatically grant permanent registration in India.

Foreign Internship
The foreign internship should generally be:
  • At least 12 months
  • Controlled by the same medical institution
  • Completed in the degree-awarding country
  • Supervised
  • Department-based
  • Assessed
  • Supported by a separate certificate

Foreign Internship Documents
Collect:
  • Internship admission order
  • Start and end dates
  • Department schedule
  • Teaching-hospital names
  • Attendance
  • Duty hours
  • Clinical logbook
  • Supervisor signatures
  • Assessment records
  • Completion certificate
  • University authentication

Indian Internship
After clearing the examination applicable in India, the graduate must follow the NMC and State Medical Council process for:
  • Document verification
  • Provisional registration where applicable
  • CRMI allocation
  • Supervised internship
  • Completion certificate
  • Permanent registration
Passing FMGE is an important stage.
It does not by itself issue permanent registration.
NMC’s 2026 news register includes directions concerning CRMI allocation for foreign medical graduates, confirming that internship administration remains a separate part of the pathway.
The advertised number of years does not decide Indian validity. A five-year programme may be suitable when 54 academic months and a separate 12-month internship are proved. A six-year programme may still fail when internship, English teaching, subjects or licensing remain unclear.

Five-Year Programme
A five-year academic course may be considered when:
  • It provides at least 54 months of medical education
  • A separate 12-month internship follows
  • The same institution controls both stages
  • Training stays in the same country
  • All remaining requirements are met
A five-year total package that includes internship inside those same five years is a high-risk structure.

Six-Year Programme
A six-year programme may be considered when:
  • Academic months are identified
  • Internship months are separately identified
  • Required subjects are included
  • Clinical training is hands-on
  • English teaching is documented
  • Local licensing eligibility is available

The Better Question
Do not ask only:
“Is the course five years or six years?”
Ask:
“How many months are medical education, how many months are internship, and which documents prove the separation?”
No country is automatically valid or invalid for Indian students. The exact programme controls the outcome. Each destination creates different risks involving duration, internship, accreditation, clinical language and host-country licensing.

Why These Claims Matter
A university can be:
  • Government-owned
  • Locally accredited
  • Listed in WDOMS
  • Popular among Indian students
  • Represented in FMGE results
and still have a programme-level problem involving:
  • Internship
  • Language
  • Clinical training
  • Institution continuity
  • Local licensing
Validity must be proved through the complete pathway.
A foreign medical programme should receive a documented “yes” on every essential condition. A strong university brand, low tuition or historical FMGE result cannot compensate for a failed internship, continuity, English-medium or licensing requirement.

Yes, an MBBS abroad degree can support lawful medical practice in India when the student completes a legally authorised and NMC-compliant programme, satisfies the examination requirement applicable to the individual, completes the required internship and receives permanent medical registration.
It is not automatically valid for independent practice merely because:
  • The degree was awarded abroad
  • The university is government-owned
  • The course is six years
  • The institution appears in WDOMS
  • Teaching is advertised in English
  • Previous graduates appeared in FMGE
  • A consultant calls it NMC approved

A Valid Pathway Generally Requires
  • NEET qualification
  • Correct academic duration
  • Separate foreign internship
  • Same-institution continuity
  • Same-country training
  • English-medium instruction
  • Required medical subjects
  • Hands-on clinical exposure
  • Host-country licensing eligibility
  • Indian examination, unless a specific exemption applies
  • Applicable supervised internship in India
  • Permanent registration

Final Answer in One Line
MBBS abroad can be valid in India, but the right to practise begins only after the student satisfies the complete programme, examination, internship and registration pathway.

FAQs
Is MBBS abroad valid in India?
Yes, a foreign medical degree can support registration in India when the student and programme satisfy all applicable requirements.
The degree alone does not provide permission to practise.
Is a foreign MBBS degree automatically recognised for medical practice?
No.
The graduate must complete the examination, internship and registration process applicable in India.
Is NEET compulsory for MBBS abroad?
Yes, for Indian citizens and OCI candidates covered by the current framework.
A foreign institution’s local policy cannot remove the Indian requirement.
How long is NEET valid for foreign medical admission?
A qualifying NEET result is valid for three years from the declaration date for pursuing an MBBS-equivalent course abroad.
Can I study MBBS abroad with a low NEET score?
Yes, when the official scorecard shows that you qualified.
Academic readiness, complete budget and programme compliance should also be considered.
Can MBBS abroad be valid without NEET?
An Indian student should not rely on a no-NEET admission for the future Indian registration pathway.
Local university admission and Indian registration eligibility are different.
Does NMC approve foreign medical universities?
NMC does not endorse a universal list of foreign medical institutions.
The exact programme must be checked against the applicable rules.
Is a WDOMS-listed university valid in India?
WDOMS listing alone does not prove Indian validity.
It does not establish duration, internship, English teaching, clinical quality or local licensing.
What is the NMC 54+12 rule?
It requires at least 54 months of medical education plus a separately identifiable internship of at least 12 months.
Can internship be included inside a five-year course?
Do not assume this.
The institution must separately prove the academic period and the full 12-month internship.
Is a six-year foreign medical course automatically valid?
No.
Internship, subjects, language, clinical exposure and local licensing must also be proved.
Must the foreign internship be completed under the same medical institution?
The foreign internship should remain under the same foreign medical institution responsible for the primary qualification.
Affiliated hospitals may be used when they form part of its authorised programme.
Can I complete the required foreign internship in India?
The foreign internship should not be replaced by Indian CRMI.
They are separate stages under the applicable pathway.
Must foreign medical graduates complete internship in India?
Most new graduates governed by FMGL should plan for the applicable supervised internship in India after satisfying the examination and document requirements.
Can I transfer between foreign medical institutions?
A planned transfer creates serious conflict with the same-institution requirement.
Do not accept admission based on a future transfer.
Can I study medicine in two countries?
A split-country programme creates significant registration risk.
Foreign academics, clinical training and internship should remain within the degree-awarding pathway.
Are offshore medical campuses safe?
They are high risk when education occurs outside the institution or country awarding the qualification.
The exact legal and academic structure must be checked before payment.
Must the programme be taught in English?
English should be the medium of instruction under the applicable FMGL framework.
Obtain programme-specific written confirmation.
Do students need to learn the local language?
Usually yes.
The local language is often necessary for patient communication, clinical learning and host-country licensing.
Is FMGE still conducted in 2026?
Yes.
NBEMS lists the June 2026 FMGE session and published its result on 7 July 2026.
Has NExT replaced FMGE?
No, not operationally as of 31 July 2026.
NMC’s current rules page continues to list the public notice deferring NExT.
Can the examination change before I graduate?
Yes.
A student entering a long programme should prepare for the examination system in force at the time of return.
Are any foreign medical graduates exempt from FMGE?
A narrow exemption exists under current NMC screening-test guidance.
It applies to certain candidates holding both qualifying undergraduate and postgraduate medical qualifications from Australia, Canada, New Zealand, the UK or the USA who are recognised for enrolment there.
Does an undergraduate medical degree from the UK, USA, Canada, Australia or New Zealand automatically provide an exemption?
No.
The current exemption wording also requires a qualifying postgraduate medical qualification and recognition for enrolment in the relevant country.
Does passing FMGE automatically grant permanent registration?
No.
The graduate must also complete the applicable internship and registration process.
Can online medical education affect validity?
